Shelby R. Rogers most recently served as Chief Operating Officer and General Counsel of the State Bar of Texas from 2000 to 2003, overseeing the overall daily internal operations with an operating budget of $30 million and 325 employees. Previously, he was Executive Vice President, General Counsel and Chief Administrative Officer of Texas Medical Center for seven years, serving 15 non-profit hospitals, two medical schools, one dental school, four nursing schools and twenty supporting institutions and, 1987 to 1993, General Counsel of Texas Commerce Bancshares, Inc. Earlier in his career, Shelby was in private practice for 10 years with a Jackson, Mississippi law firm, as Partner-in-Charge of the Litigation Section.
Shelby has held several posts of distinction within the legal community. He was Chair of the ABA Law Practice Management Section from 1996 to 1997; and Chair of the Corporate Counsel Section (2000-2001) and Chair of the Futures Committees (1999-2000) for the State Bar of Texas. Shelby was also President of the Federal Bar Association, Mississippi Chapter.
Shelby received his J.D. from the University of Mississippi School of Law in 1976, and served in the U.S. Navy from 1971 to 1973, including combat duty in the Republic of South Viet Nam in 1972.
He is a Fellow of the Texas Bar Foundation, the Houston Bar Foundation and the College of Law Practice Management.
